Keeps bloody calling wish would go away

I do not want unsolicited calls to my mobile phone. I have blocked this number

I was waiting for a call when this one came through. I never answer, just keep silent, as they are not suppose to speak until you speak, so the line was quiet, until some boy started shouting hello. Straight away I knew from his tone that he was a call centre caller so I kept quiet. He then shouted "oh, how childish, answering the phone and not speaking!!" Obviously a very poor sales man with personal issues! Time of call 10.08 on 01/09/16

The call sounded very much as if it came from a call centre because I answered, there was a pause and a click and then someone answered from what sounded like a very busy office. He gave me an overly cheerful 'gooooood morning', which I didn't know how to answer because it's 4pm here. As I considered my response, the line went dead.

Dodgy roofers. If you recognise this number do not pick up. They are a scam and charge you and extraordinate amount for a poor job and do not follow up on any remediation work required.
