If you speak, the line is detected as 'a voice line' and will be logged, a scammer will then call you later! This number is given as the "customer services" number on a fake eBay email. The email is for a high value item that has supposedly just been purchased on my account and to call customer services if there's an issue. I do not have an eBay account associated with the email address I received the email on. I got a phone call from this number claiming to be from Microsoft. (Indian call handler) They said my computer was compromised but I don’t own a computer so knew it was a scam. I kept talking to them to waste their time and then eventually told them I’d be reporting them to police. She tried to convince me still they were legitimate.
