It is. Widely reported elsewhere as calling at unacceptably early hours and is possibly the Amazon Prime scam.

Caller launched straight into his sales script - something about energy efficiency double glazing, so I hung up. He called straight back so I hung up again without speaking. Called back third time so I told him politely that we do not accept unsolicited calls & my number is registered with TPS . Therefore he should not be calling, and please don’t call again.
