This number is clearly a scam stating taxes are owed & legal proceedings will be started. 1. The terminology (& robotic voice) is American. 2. HMRC will never phone you. They will message you to go to your on-line account.

Missed a call to my mobile from this unknown local Nottingham number. Suspicious as I haven't given my number to any but a handful of friends, and my doctor/dentist/pharmacy. No message left. The well spoken, but recorded voice, told me that two suspicious transactions had been noted on my account (no introduction as to who she represented) and that I should take one of two actions. Either press "1" to cancel them or "2" to speak to a service advisor. I left the call open for ten minutes but there was no further communication from the caller. Why Bridgend exchange? I have no idea.
