This number is clearly a scam stating taxes are owed & legal proceedings will be started. 1. The terminology (& robotic voice) is American. 2. HMRC will never phone you. They will message you to go to your on-line account.
This number seems to be from Dagastan in Russia. As I don't know anyone in Russia I would suggest it is a scam caller. Fortunately I got it as a missed call.

SCAM CALL. Claimed to be from sky. Knew I had Sky package said I had technical issues. English not their first language. As a test I said no I don’t have technical issues, I don’t even have Sky! Her tone changed and she said “you do have sky the way you know is to look at your dish outside” Asked me to confirm details and I just felt suspicious. Received a call from this number today asking me for my work ID number. Refused to provide as the person who did not identify himself when calling my private phone number. Asked from where he obtained my number got no answer. When calling back, person did not take call. Going back to base explained the incident to my manager, manager called this number from the office landline caller took the call and was still demanding the ID number said he will get it anyway and hung up.
Rings nearly every day, never leaves a voicemail. Its just spam
