Seems to be used for some telemarketing call center - this range of numbers 1916712xxx (common feature, they use more numbers of the same range) is mostly reported with PPI / insurance marketing. There are 19 complaints about this number on another site, all made in September (2016). I got a faint and indistinct call from it at 7.30 in the evening. A man with foreign accident was trying to tell me someone in my family had had an accident. In the circumstances I was quite polite. When I told him he must have the wrong number he rang off. Then I was able to resume the job that had been interrupted.

This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre.
