Seems to be used for some telemarketing call center - this range of numbers 16181895xx (common feature, they use more numbers of the same range) is mostly reported with Accident Department, Microsoft rep, MCM Solicitors from Manchester, road traffic accident, PPI... Just block it if not interested (I use the app from these pages, no problems). Folks did they call you with the same or something new?
A lady with a very strong (Chinese?) accent asked me to take part in a poll stressing that the calls will be recorded. I received the call from this Vietnam number at 8am on a Sunday. By the time I got to my phone they had rung off without leaving a message. I had requested a cash offer for my house from Go Move and wondered if it was them. I checked with Who Called Me and discovered that it was a Vietnamese number which has over 1000 checks and one7/10 review saying it was a government message thanking them for their coronaviru efforts. My phone rang again from the same 0845 602 11111 number and I got an SMS from Go Move

Received call apparently from a bot at Santander, on a mobile number I had given them. It appeared to know my name & day/month of birth, and details of two recent transactions I made on the account. It asked for only very limited information (year of birth) and confirmation that the transactions were genuine (they were). So, probably OK.
