Have been called a couple of times by someone using this number in successive weeks saying they are from Talk Talk. Did put the phone down each time but it is scary. I tried to contact Talk Talk after the hacking episode but not a chance.
Life insurance, hang up and block call.

SCAM,He call me on midlle day or evening 18.06pm saying he is Jessie Wave,from Oxford academy of assignments,and some person ask for my derails from Deparment of Education,and he whant to help me ,because they will give me a penalty of 2000£, I said i am not the person who you loking for and stop calling be! I didn't answer after!
This number called me and I was unable to get to the phone in time. When I called back, I was redirected to a medical practice who had not called me. This happened twice!
Same as previous comment. Just had two calls nobody spoke. Maybe slight chuckle at end of 2nd call. Rang a 3rd time (I guess) and I did not answer.

Asked for me by name, asking me if I was involved in a car accident that wasn t my fault. I hung up at this point.

Suspect it's Cognism or similar checking they have the correct mobile numbers for contacts they're selling. Ask for you by first name, then when you say it's you, they say a random surname and then claim they must have a wrong number.
Just a courtesy call from NHS - I myself had just come out of hospital after an operation. Hope this helps. :)
