I was called by this number 020 8089 4571 and they claimed to be HMRC and wanted to get £4K off me, when I asked why I was not informed before hand they said you will find out when ‘they’ knock on your door and arrest you and suspended your identity for 5 years. Pathetic!

Receipt of this call coincided with the real Talk Talk offering a new contract designed to keep me as a customer. Seems to be used for some telemarketing call center - this range of numbers 17929179xx (common feature, they use more numbers of the same range) is mostly reported with PPI / insurance mareting / energy schemes. Just block it if not interested (I use the app from these pages, no problems). Folks did they call you with the same or something new?
