Seems to be used for some telemarketing call center - this range of numbers 028958328xx (common feature, they use more numbers of the same range) is mostly reported with accident chasers, PPI, insurance marketing, worked in a loud industry - all that stuff. these people rang on several occasions from various numbers around the country as I blocked them one by one. they rang whilst I was at work, even though I said not. The last call from this number I told them to take me off the list and they would not give up, even after saying I couldn't take calls at work. in the end I said if you ring back I will take this further and hung up.
