It is illegal under Privace & Electronic Communications Regulations & Data Protection Act (see ICO.org) to use personal data without permission, irrespective of whether it is on a list or not. I am constantly being called by this number. It always rings a few seconds and then times when I create stand out, you hear nothing.
Called me today and I called them back as it was my home area code. It was a company called Alia. I said I'd already claimed PPI back and he was saying that if I did so before 2013 I could be entitled to more. He wasn't unpleasant but I had to be abrupt in the end to get him to understand I wasn't interested!
