Checked this number on reverse lookup which suggests that this is a Vodafone number. I then I checked on Vodafone 'is it us calling' which says that this is not a Vodafone number
The number was in an email which said it was from a friend (who I've not been in contact with for years) , asking for "help", but it was very much like another email I had just received from someone else saying he was a friend but that was spam. The number above was not one I recognised and when called simply asked callers to leave a message.

Caled at 16:15. An English accented woman launched into "I'm from the Community Energy Review, & want to tell you I am not selling anything..." I cut her off & told her she was lying, that she wanted someone to check my insulation & that they would be trying to sell me "upgraded" insulation. There was a long silence so I hung up. Just got a call from this number. A computer generated voice allegedly from Her Majesty's Revenue and Customs saying that a letter had been returned to them undelivered and that legal proceedings would commence... At that point I hung up. I would assume that HMRC would have real people working for them, particularly if it was something legal.
Insurance - from Goodlord. Tried to call back but always on voicemail.

The guy did not jntroduced himself and went straight to asking for my card details. Asked them on why did they call my number in the first place, their response was to ring the number at the back of my card for any issues. Lol

Said he was my energy representative for my area postcode. I asked who he worked for, and after a pause long enough for it to be clear he wasn't going to answer, he continued with his script. I stopped him and asked again what company he was calling from. He then hung up! Clearly a poorly thought-out scam call!
This number is unknown to me. Caller left sms message pretending to be my relative to contact them on WhatApps! On 07916497821 I know that this is SPAM as I received similar calls before!
