I suspect it was a foreign call centre going through a list to harvest numbers against details to sell on to marketing companies regardless of TPS. By talking to them and confirming any detail, including your name, gives them another contact confirmation for their list. They will then sell the list claiming that you agreed to receive marketing calls.
