Appears to be a phishing call. I answered and an automated voice just said "goodbye" and the call ended. This typically is an attempt to have you call the number back for any number of reasons, typically non of which are good.
Looks like this is associated with the scammer on 02080720015 something to do with mobile phone scams. I got a call from them seconds after the call from this number.

I was called by this number and after a couple of rings, the call stopped. I telephoned back and it was answered by a male person with a Liverpool accent. I asked their name and what they do for work and they said that their name was Jerry and they were a warehouse worker. I advised that they had called me but they strongly said they did not. I missed a no caller ID call from Dundee city council, the person gave me this number to call back on. I'm immediately greeted by an American automated voice giving me options to which I decide to hold for assistance cuz none of them mean anything to me. I rang the number back it’s about PPI saying I had money back in 2019 I told the lady I didn’t receive any money and to remove me from their database She started to raise her voice asking why would they do that when I had received money!
