I think the best way to hit them where it hurts (if you have the time) is to keep the on the line as long as possible, keeping them thinking you are/might be interested, without giving out personal (or real) details. This call was a follow-up call from the Met Police after I reported a theft via their 101 non-emergency number. They repeated to me details from my 101 call, so I have no doubt it was the police.
