received a call from this number claiming to be from Fraud office of Inland Revenue telling me that I owed thousands of pounds and my passport was going to be blocked and a warrant for my arrest issued if I didn't pay.

Fraud. Artificially generated voice. Claimed to be HMRC and that I was being investigated and subject to a magistrate case for fraud. Then asked to press 1 to speak with them and 2 to ignore. Hung up and googled the number to see if others were reporting it too.
