Its a scam. Usually it hangs up immediately, so likely an auto-dialler, but occasionally someone asks you if you want help with your debt.
Looks like another Scam or Fraud as I'm not due any delivery's and the Post Office leave a card through your door when they can't get an answer, also I was in the whole day, I have reported the text message and number to the Ofcom scam text number: 7726 must be the 7th number I've reported now since I found the number to report scams to. When I said I was retired, she said I wouldn’t be eligible for a tax rebate when I asked what the reason for the call was. She signed off.

99% SURE ITS A SCAMMER My phone ID'S them as "West One Hair and Beauty" of Norwich. Caller claimed to be from O2, about my bill and saving me money on my Vodafone. TELSTAR, and Virgin mobile accounts. When asked when Caller ID says they are a hairdressers, they immediately hung up.
