I'd suggest do not reply, not even to ask "who is this?", as it's likely a scam. If it was somebody I knew, I'd expect them to use my name and/or identify themselves if they can see we haven't communicated before.

The organisation using this number are expert scammers. They already had my o2 mobile phone number, contract account number and asked me to confirm my address before offering a discount on my tariff. I was aware it was a scam and played dumb for a while until they sent me the text which would have given them full access to my account had I replied to it. After wasting their time for 10 minutes, I told them I knew they were scammers and they became very abusive, then misscalled my number around 20 times
