I suspect this phone number has been cloned and, given the caller's accent and the quality of the line, is being used by a call centre from abroad. Almost definitely a scam.

BT Call Guardian took care of it as the spammers/scammers will never bother to 'announce' themselves... they can't when they're using autodiallers to try and connect to as many number as possible. Scam call from India. Automated message with American accent saying they are from HMRC and they legal action is filed against you blablabla. When you hold the line you speak to some Indian in an Indian call center. Cheap scam, wonder who would still falls for bullshit like this.
A scammer just called me with an automated voice saying that I bought an iphone from Amazon and if I want to put a stop to this purchase to press 1, I pressed 1 and went through to a weirdo breathing on the phone I asked him to remove my number from their list and he said 'no because you are really cute', I said I will report this number to the police and he said he will report my number to the police because 'you called me'. A total weirdo who is not only a scammer but really rude too.
