If I hung up and ignored the call I may end up with a fine or court proceedings.no reference as to what the call was related to? Very strange and no reason why I would even recieve such a call. Suspected Spam warning on my (smart call function) number recognition. I do not know anyone from Northern Irland; neither I was expecting any call at the moment. I accepted but kept my silence, and silence was maintained on the other side as well. It seems to be an autonomous call dial (voice recognition) to check if anyone answers and consequently confirm that numbers are actively being used by potential victims. There were no further attempts to call my number nor any voice or text messages afterwards.

this number left me a text message telling me to pay to have a parcel re-delivered and to go online to https://localserviceassist.com. This site looks like the genuine Post Office site but it is not. The Post Office does not text me and does not ask me to go to this site.
