I think it is a sub-contracted call centre (why it might sound disingenuous?) of sales people for Sky broadband or agents on commission from Sky. I'm not even living in the UK and the phone number I got called on is a Dutch one which I do not use very actively. I didn't answer but it's safe to assume that ignoring this number is the best course of action.

This was an Automated machine call stating it was HMRC (07278-161158). I am not aware of any issues I have with HMRC and reason to search if this is a scam.
