I had send a mail to HSBC and this number rang me back to discuss the matter. The woman on the other end of the line wanted me to confirm my e-mail address and then answered my query. So unless someone hacked the e-mail system of HSBC, I m pretty sure it s a legit number.

Also similar number called me recently - 01723580848 and 01723580849, probably the same marketing company? don't wanna call back since I do not know the number - it could be just a robocaller testing if my number is responding, don't want to let them know my line is active...
