This number belongs to Aldridge Property Servives in Flint. They pester you repeatedly with unsolicited calls asking if you want loft or cavity wall insulation, even if you arfe registered with the TPS!

Message was in Chinese...2nd message received... in Chinese in 2 days.Third missed call and message left from different number...Said there was a message from Chinese embassy..please press 3 for further details then ended in another verbal message in Chinese..I see the first call originated from Manchester..as far as i know Chinese embassy is not in Manchester... This is the UK version of a scam running amok in the US. The supposed company, microsoftechs.com, contacts people and claims there is an issue with their computer. The claim to be partnered with Microsoft and gain confidence with all the classic scam talk. If you do get scammed, they will access your computer via remote access, go through your email, install software and who knows what else.
