This seems to be some good working money trap, similar numbers are reported as a scam offers (in most cases some financial offers, phishing for bank account details). This number should be a landline from Manchester - I haven't found any ratings for this number somewhere else on internet, but similar numbers of the same range 1618148xxx are always marked as call centre - telemarketing, accident claims or surveys (market research).
