I think it is a sub-contracted call centre (why it might sound disingenuous?) of sales people for Sky broadband or agents on commission from Sky. The number identifies itself as "Post Office Travel Money" (I see "post office" and even "HSBC" mentioned by others...). Called me (robot) claiming I have a blocked package (I'm waiting for no packages). It's most certainly a scam - avoid!
