This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Introduced himself as Peter from Telephone Preference Service. Asked if I was getting nuisance calls? So I told him he was one. But Peter continued unabashed and asked again and said I needed to register to stop these calls. So this time I said I did not want to stop them as I enjoyed the conversation. He asked if I didn't want to have them stop. But I again repeated that I liked them. This succeeded in confusing him immensely and he could not think what to say - haha Basically a complete scam - beware.
