Says he is from Office of National Statistics and alleges I have signed up to something. But I have not signed up to anything like this, so potential fraud.

This number can only be from a scammer as when you answer you get a silence and when you call back it says this number is not recognised!
someone claiming to be from O2 called me just now from this number. They were offering a 30% discount on all my bills until the end of my contract, asked me if I wanted to go ahead and told me I would get two text messages with a code I needed to read back to them. Usefully, the text messages were from O2 (the caller had gone into my profile and done a forgotten password which triggers the texts) but the messages said very clearly not to share the info with anyone, even if they claim to be working from O2.
SCAM Claim to be BT and that the internet service has been compromised by different IP addresses, Indian sounding voice. Previous experience that most BT calls are UK based this was definitely a foreign call centre you could hear the chatter in the background, which you dont get when dealing direct with BT.

Foreign sounding pre-recorded message about a substantial VISA debitcard transaction. Obvious scam - messages from banks, etc do not usually start "Dear Customer". Use of an apparently local number is clearly an attempt to give it some credibility.
