My wife took the call and person with a Asian voice started to go on about my council tax and when i asked why he was calling at this time he said it was very important and i told him all government offices are closed and that this is a failed scam and he and his boss must be as thick as hell to call at this time then i put the phone down. I've had two missed calls from this local phone number, but they don't bother to leave a message & when I phone back it is an automated message that let's me know that nobody will answer and I can't leave a message. If you don't warn someone you're going to phone, they're not going to answer. My only guess is that it's someone from the council or Severn Trent possibly.

After looking into this more, turns out this number is linked to what is known as a locksmith scam. They will over charge and drill out your lock and damage your door instead of just lockpicking it. They are not on the MLA Approved Locksmiths. Although, if you are happy of being overcharged as hell, I am a victim of this scam, but they did come out within 15 minutes, gotta give them that.
Rings then hangs up. Treat as potentially dangerous, no place associated with the number.
