This number seems to be from Dagastan in Russia. As I don't know anyone in Russia I would suggest it is a scam caller. Fortunately I got it as a missed call.

If this was my bank they would identify themselves as such, and offer data to prove this. This is likely a scam, and best thing to do is hang up. SCAM - Misleading and untruthful for customers. They train their staff to convince you to put in your card details then they take payments without permission and claim that you agreed to their "terms and conditions" when you have not. Very shady.
