Rings from different numbers all over the country - put through a router to make it appear as if they are from different cities. Could be dangerous for someone who believes this to be a genuine government call

If I don't know the number I don't answer, if they are human and want me they will leave a message, if not it's a machine checking to see if I'll answer so they know they have a valid number. It's an automated call like a robot. They said they're calling about a repair iv reported to my landlord? I simply replied no and the robot understood that and just said alright bye. Weird but could trick someone and scam them somehow.
