This was a call on my mobile purporting to be a voice message from my doctor and to follow the link. This was recorded at 0012 hrs. No doctor would call at this time and it looks like the call comes from Manchester. I'm in Birmingham. Obviously I did not follow the link and deleted the message.

You get robocalls until you pick up from one Bournemouth number, then the next day you get your "local" energy adviser calling you - just got rid at that point so unsure whether a scam, but certainly unsolicited, and since my number is in the TPS database for not getting unsolicited calls, you can bet your life it's a dodgy company not bothered about following the law or regulations.

It is now possible to make calls from another number look as though the call is coming from somewhere totally different, for example a call made from a Glasgow number can seem to come from London.
