Phone number was local to my areas number, he had a foreign accent, speaking good English, and he asked who I was, not very politely, so I fired back at him who HE was. He wanted to know why I kept calling his number!? At that point I just hung up. I don't know if it's a bored student, or whatever, but I've had this twice this week.
