The number is from SCAMMERS. When you pick up the phone when they call, you get immediately the waiting music. This is typical scam behavior. If you call back, you probably get into an expensive hotline.
See my comment of 1 week 2 days ago. Have now blocked number.

Answered this random call to my mobile, automated message saying that a charge had been made against my name from the inland revenue. Ridiculous, I called back to challenge them. A foreign man answered saying HMRC can I help you? I asked why they called me, he asked if he could have my name. I said no. He said You had better get ready to be arrested, Ms ....... (using my name, which I hadn t given), then hung up. Vile scum.
I answered the call but no one spoke and they hung up after a few seconds.

They called up asking if I had recently been involved in a car crash. It sounded similar to that scam that makes you say yes and then uses your recording to claim that you agreed to some contract or scam your credit card or something. This is a company which books free home assessments for damp (rising, penetrating, leaks, condensation) and issues caused by insulation previously installed under a freebie government scheme. They use a dialler to make contact and do not charge for their service. If you agree to have a surveyor visit your home they are polite and helpful. Their home assessment is free of charge. If they identify an issue they bring it to you attention. They then compare your home's issue with previous case studies.
