I believe they re trying to find numbers which are "live" so they can sell them on to telemarketers and other unscrupulous types. Grotty little businesses. The best way of doing that is calling and then seeing which phones get answered. If a phone is answered then it must be "live" so they hang up and that number is sold on to a 3rd party. Then if you own the number and you answered you get even more nuisance calls.

I immediately recognised the code and first two digits of the second part of the number because I used to live in a village with the same code, 01761, followed by 45; the same as our old landline. The caller said he was ringing from BT's "unwanted call blocking service".
