I said "no" but he proceeded anyway, trying to sell me life insurance but dwelling on payout after death. Not what I wanted to hear and certainly not something I would pursue with a total stranger.

He said they could put in an appeal, no charge, but if appeal accepted then they would charge to complete the appeal and send in a surveyor.
