The person on the other end spoke very well and professional, saying that they were calling from HSBC, and were making me aware of activity in my account that looked suspicious, that money was being taken out by an advertising firm. I have already reported this number. It is the dialling code owned by mobile provider Hutchison 3G UK Ltd. I do not know the ID of the phone number 874428 other than what garbled message I've heard suggests it may be from India. I'm unable to make a connection but Hutchinson's have an Indian call centre; from a limited number of reviews it seems Hutchinson's don't have a very good reputation as a provider of services.
The guy said he was an independent company that did surveys about car insurance. he had my address and that worried me. when I thanked him and refused to answer, he started talking about respect for work and then I was hung up.

Constant marketing calls from D2M. It's a complete con. Said I filled out a web page for Green Chef and I qualified for a discount. Considering I'm disabled and get all my meals delivered ready-made that didn't happen. I suspect my details were passed to them from five years ago when I tried Hello Fresh. I've received multiple calls a day from D2MS and I decided to answer this latest one, all from different numbers.
