Missed the call, but they left a message, couldn't hear what they were saying as the line was really shaky.
Number showed as missed call and a blank voicemail was left for me - upon returning the call, the number apparently doesn't exist? I suspect its some spam mobile used for outgoing calls, that doesn't accept incoming calls.
I think this is a scam number. Recorded American accent saying HMRC and that a fine would be implemented and to press 1 to speak to someone. Obviously I didn’t, line then went dead !!

This number when called back tells you that you have dialled an incorrect number. My opinion is by experience that it’s a spam number. Usually trying to sell something or get details from you for insurance or PPI claims. I have blocked now.
Had a call from this number at 13.30 on 23/02/22. Upon answering i waited for the person to speak first, it was an asian sounding person in a call centre. As soon as they asked how i was today i asked straight out if they were a scammer to which they responded yes they were a scammer and a fraudster followed by oh my god repeated several times. The operator said he worked for UK Debt Solutions, it was a bit difficult to understand him because of his Indian like accent and I was right next to some factories thrumming away. He was polite, he said he was part of a government scheme to reduce debt.and my details were on some sort of database, which is entirely possible.
