This country has some of the most advanced telecomms technology in the world. WHY can't the authoriries (Police, BT, the Regulator) take down these numbers?

I received a random unsolicited message on WhatsApp from this number. It is a business account. The message was "Hello, how are you doing today? I have reported and blocked this number.
Creepy guy, no name given. Told me he found my number online on a website and that he wanted to have sex with me, that we should meet up and have fun. I don't use dating sites or give out my personal number online, so I am very unsure of where he has got my number from.
Was in work busy when these scumbags judging by how many times they appear on consumer forums called. I don’t answer if don’t know no. &/ or area their calling from having no connection to me How are they so prolific when ex directory and TPS registered?! Scam exceptionally aggressive Micheal Masterson (suspect not his real name) bitcoin salesman who said to a female, quote "I'm recording this and all your calls, you are not even a human to me, I'm going to report you to the financial industry standards, you dickhead, do you want me to report you for not answering my questions?" I'd told him that I was not interested in and that I had told the previous 43 callers the same! Does the phone blocking facility ever get full? Hope not.

This number called me, I am located in south of England, at 1251 local time (GMT) informing me my Internet would be turned off within one hour and offered me various people to talk to in order to avoid this. It sounds very much like a scam for either hacking my system, or extracting money from my account. I would suggest this number is potentially a scam and should be upgraded to rating 8, 9 or 10.
