This seems to be some good working money trap, similar numbers are reported as robocalls - surveys, scam offers (in most cases some financial offers). For sure some general call centre. Yes, they are business rates cold callers. told me that I have been overcharged on my business rates and am eligable for a rebate going back 5 years, but then wanted a large up front fee. dont trust them. they will tell you whatever they think you want to hear, in order to rip you off.
