Been getting calls from this number over last few days so called them back. First a woman answered, seemed like it was the last thing she wanted to do and told me the line was bad so she would call me back. No call back so I called again. A man called Joshua stated he was from Lotto Social and would like to offer me 5 free Euro Millions lines for tomorrow night (24/04/2015). I called the number which then gave an automated message and a contact number to call, 01582267124. I was put through to a customer service rep and asked politely to be removed from their database. He added my number and fingers crossed I won't be bothered again, although I've blocked their number anyway.

I believe an AI automated scam system, that responds to your response. I think you are talking to a computer generated voice, I hear "Hi this is John from the driveway company" or close on. Serious scam, I get repeated calls daily.
