I was called from this number allegedly 'Virgin media' did not trust the caller so dialed it back to find out it was a residential number whose number had been scammed. On calling Virgin and my bank fortunately they never got anything. Just hang up and block number.
I answered and I could hear someone was there, but they hung up.

Looks like another Scam or Fraud as I'm not due any delivery's and the Post Office leave a card through your door when they can't get an answer, also I was in the whole day, I have reported the text message and number to the Ofcom scam text number: 7726 must be the 7th number I've reported now since I found the number to report scams to. Foreign gentleman said he was ringing about any internal house problems that I have that the council arn't doing anything about - I asked what did they council have to do with that surely they are my responsibility - he repeated himself but added about Council or Housing Association tenants - when it dawned on him that I might be a Homeowner he said 'Oh' and hung up
