SCAM - Caller knew my name and claimed to be from housing association. Given that others have answered and left comments after being told it is a accident claim company, it is safe to assume this is a scam.

Said to be from 3 mobile. Didn't sound right so I cut the call.
The caller with a strong foreign accent (possibly Indian) stated he was calling from BT Openreach about potential problem with my internet connection. So I thanked him for calling and hung up, as it sounded like it might be an all too frequent scam call.

Claimed to be from reputable finance institution with loud dance music playing in the background, wanted to make sure I got back money I had invested, some nonsense about block-chain, called him out as a fraud and he said the music was because it was Friday afternoon! I lost all my savings to CM Trading. I invested 41,000 and they refused to allow me to withdraw both my initial deposit and accrued interest. Some oriental male purporting to be calling from o2 - "Hello, this is Adam, I'm calling from o2, how are you today?" I did not respond so there was a long pause, so I ask if he was going to continue, he put the phone down. I recently changed from o2. I've seen this with others, it would seem either o2 are selling our information to others, or potentially has staff exploiting their systems and our personal data.
