Likely scam. They rang me. I picked up but didn't say anything into the phone. They didn't say anything either and then hung up. I always answer in this way when I receive an unexpected phone call from an unfamiliar number. Legitimate callers always say "hello" and try to get a response. Scammers hang up. It happens every time!

Normally if the caller is reluctant to leave voicemail it’s because they are trying to extract info out of you via questionable means without any recourse. This and another similar number called my land line and I called the one above back, as I was waiting for a call, but there was no reply Within five minutes a foreign man called back and stated I had phoned him a few minutes before. When told I was responding to a call from him, he insisted I had called him an hour ago (impossible as no one was home), and his attitude changed to verging on verbally aggressive. I hung up.
