I always answer in this way when I receive an unexpected phone call from an unfamiliar number. Legitimate callers always say "hello" and try to get a response. Scammers hang up. I suspect this phone number has been cloned and, given the caller's accent and the quality of the line, is being used by a call centre from abroad. Almost definitely a scam.
Missed call - Missed the call. Rang back out of curiosity and got the message "This number has been suspended through suspected misuse or fraud. If affected call..." and gave the Fraud Line Interestingly, I look at my Blocked Numbers log and I have in the past blocked 0161 636 3721 - 3726, so it must be an allocation bought up by someone dodgy who just flips the outgoing number when it gets burned.

Not a scam, it's fine! Was told it was HSBC and was asked to verify my identity by the agent on the other end. I let them know I would call back directly to avoid a scam and she said okay, she would put a note on my file about it, and ended the call. I called HSBC directly through their official phone line and asked about it and they DID find a note on my file - it was totally legitimate! If in doubt go ahead and call back anyway, it's good practice, but don't ignore this number because it is actually real
